Rockdale Independent School District’s Benefit PLAN YEAR is September 1st through August 31st. The ANNUAL ENROLLMENT will take place starting July 15th and end on August 21st. All benefit elections and changes must be made during this time period.

We encourage you to go online and select your benefits as soon as possible. Please don’t wait until the last minute to do this. It’s better to plan out your needs and weigh your options for the next year while relaxing at home, than to do so while getting ready for the new school year.

Important Benefit Information


The following information pertains to changes in benefit plans for the 2020 – 2021 plan year. It is important for you to review this information to understand the impact it may have on your current benefit elections.


TRS ActiveCare Medical Plans


The TRS ActiveCare Medical plans will now be administered by Blue Cross Blue Shield of Texas. TRS will be offering two new plans ActiveCare Primary andActiveCare Primary+(replaces and similar to ActiveCare Select). These two new plans require the selection of a Primary Care Physician (PCP). Please review the attached Employee Enrollment Checklist.pdf prior to your enrollment to find and select a PCP if you intend to enroll in one of the new plans.

Delta Dental now offers four different dental plans to choose from with the addition of a new low cost DHMO plan available to employees that live within 15 miles of two participating dentists. The new DHMO plan gives you comprehensive coverage with no waiting periods, annual maximums or deductibles. THE DHMO is based on a wide-ranging list of copayments for every covered procedure so you will know all of your costs for preventative, basic and major services. Preventative care such as routine cleanings and exams are covered at low to no cost. If you elect the new DHMO plan, you will need to select a Primary Care Dentist (PCD) from the DeltaCare USA Network of participating dentists. Click Hereto search for a DHMO Dentist in your area.


Voluntary Term Life


Unum is replacing Sun Life Financial as the district’s voluntary term life provider. All employees will have the opportunity to enroll in up to $180,000 in coverage without answering health questions (to include an additional $50,000 for your spouse & $10,000 for child(ren)). If you are currently enrolled your coverage will simply roll over to the new plan.




The disability plan through Unum is changing. Benefits are no longer based in increments of $100 up to 67-2/3% of you income. Now employees can choose a benefit level of either 45%, 55% or 65% of your earnings. Benefits are payable up to ADEAII for both accidents and illness. Benefits payable will still be tax-free income.




We encourage you to make your benefit elections prior to August 7th, 2020 in order to get the most up-to-date health insurance ID cards by September 1st, 2020. Your current coverage has been rolled forward to the new plan year and you will receive a new set of ID cards based on your enrolled plan as of August 7th. If you make changes to your health insurance enrollment between August 8thand 14th, you will receive a new set of ID cards prior to September 1st.


Employees can also contact your Personal Health Guide (866.355.5999) to obtain your member ID number in order to register for Blue Access For Members.


Separate ID Cards for Medical and Prescription Drug Benefit TRS-ActiveCare Plans

Plan participants enrolled in the TRS-ActiveCare plans will have two ID cards — one from Blue Cross and Blue Shield of Texas for the medical benefits and a separate card from Caremark for the prescription drug benefits.


Scott and White Health Plan

For employees on the Scott and White Health Plan, they will receive one ID card with all covered dependents listed on it. The employee will receive one ID card for individual coverage, two ID cards if additional dependents are covered. Contact customer service at 1-844-633-5325 to request additional ID cards. Or, you can request additional ID cards or see an electronic version through Member Portal at the website.


All Other Benefit Plans

Employees will receive ID cards and policy information for all other benefit plans within the first two weeks of September.


We encourage all employees to wait until you receive your new and/or updated ID cards to schedule appointments. This will ensure that you do not experience an interruption in service and or difficulties with your provider.


Enrollment Assistance


Representatives from Combined Benefits Group, our 3rd Party Benefits Administrator will be available to assist employees with benefit questions and the enrollment process.


Additional enrollment assistance will be available July 27thAugust 21st. If you require assistance logging into the enrollment system please contact Login Support. They will be able to assist you with getting into the system, however they will not be able to answer any benefit related questions. If you do have benefit related questions or need assistance completing your enrollment, please call Enrollment Support.You can also schedule a Virtual Enrollment and have a representative assist you live at a scheduled date and time.

Please Note:

  1. Login Support is available Monday through Thursday from 8am – 5:30pm and Fridays from 8am – 2:30pm
  2. Enrollment Support is available Monday – Friday from 8am – 7:00pm. All calls will be recorded for quality assurance.
  3. Virtual Enrollments are available Monday – Friday starting at 8am with the last appointment scheduled for 6:00pm. Please refer to the terms and conditions when scheduling a virtual appointment.
